Ms Gina Cass-Gottlieb
Australian Competition & Consumer Commission

Gina Cass-Gottlieb commenced her 5-year appointment as Chair of the Australian Competition and Consumer Commission (ACCC) on 21 March 2022. 

Before she joined the ACCC Gina was a senior and founding partner of Gilbert and Tobin’s competition and regulation team. Gina has over 25 years’ experience advising on a large number of merger, competition and regulatory matters in Australia and New Zealand. She is widely recognised as one of Australia’s leading competition and regulatory experts. 

Gina was appointed by the Commonwealth Treasurer to the Reserve Bank of Australia’s Payments System Board in 2013.  She was re-appointed in 2018 and again in 2023 for a further 5 year term.  The Payments System Board is the regulator of access to payment systems.  Gina was appointed to the Financial Regulator Assessment Authority in September 2021. For 10 years Gina was a director on the board of the Sydney Children’s Hospitals Foundation. 

Gina has received numerous accolades from Chambers Asia Pacific, Legal 500 Asia Pacific, Who’s Who Legal, Lawyers Weekly Awards, Beaton Client Choice Awards and Best Lawyers Australia, for her competition and legal expertise. 

Gina holds Bachelor of Economics and Laws degrees from the University of Sydney.  Gina was a Fulbright Scholar at UC Berkeley from 1986 to 1987, majoring in US competition law, constitutional law, financial institutions regulation and securities regulation. 

Gina is the first female Chair of the ACCC since it was established as an independent statutory authority in 1995.  



Ms Creina Chapman
Australian Communications & Media Authority

Cerina Chapman was appointed Deputy Chair and CEO 11 June 2018 for 5 years and re-appointed as Deputy Chair from 11 June 2023 for 18 months.

Creina has held a number of senior executive and strategic adviser roles at commercial media companies; Southern Cross Austereo, News Corp, Publishing & Broadcasting Limited and the Nine Network. Her experience in the media and communications sector is gained from organisations spanning television, radio, print, mobile services, podcasting and online services which serve metropolitan, regional and remote Australian markets. 

Creina has also been a senior policy adviser to Federal members of Parliament including Senator Richard Alston, Minister for Communications and the Arts, and Treasurer Joe Hockey MP.



Mr George Siolis
RBB Economics

George Siolis is a Partner at RBB Economics in Melbourne. He has worked as a micro-economist for 30 years in the public and private sector in worked in both Australia and the UK.  

George has acted as an expert economist in competition and regulatory proceedings before the Federal Court of Australia, the Australian Competition Tribunal and State Supreme Courts as well as in arbitrations.  He has also participated in “hot tubs” with other expert economists. 

He is listed in Who’s Who Legal as a leading competition economist in Australia and is a member of the Competition and Consumer Committee (Business Law Section) of the Law Council of Australia.



Ms Joelle Moukhaiber
eSafety Commissioner

Joelle Moukhaiber is a Principal Lawyer managing the Legal team responsible for advising the key industry regulatory schemes at the eSafety Commissioner, Australia’s independent regulator for online safety. 

She provides legal advice on the exercise of powers under the Online Safety Act 2021 in connection with the Basic Online Safety Expectations and in relation to the industry codes and industry standards. 

Joelle's work also includes assessing the applicability of schemes to new and emerging technologies and assisting and training eSafety staff more broadly on the new regulatory functions. 


Mr Ross Mitchell
FreeTV

Ross Mitchell is an experienced public policy, government relations, and regulatory affairs executive who has been serving as Free TV Australia’s Director of Broadcasting Policy since 2017.  With over 20 years of experience in addressing public policy issues in Australia, he brings a background in regulatory economics and politics to his role.

Before joining Free TV Australia, Ross held senior positions within the Australian Competition and Consumer Commission and served as an adviser to a former Communications Minister.  He also has experience across State and Federal Governments, including working at the South Australian Department of Treasury and Finance.  Ross is currently pursuing an MBA at the UNSW.
